If that is infection, any of the affected surface can easily transit the infection to other parts of the plant as well as to other plants.     funny thing is for me, i've started grabbing the rhizome with a wire and pulling that back into the pot (doesn't work for everything... but the longer the rhizome the easier) and using a tray or pot scheme that supports it... in plastic pots. i end up using galvanized wire to poke through...
