It doesn't work well that way.

Put a tablespoon of bits into a gallon of chlorine-free water for a couple of days, then water with it. That lets the bacteria reactivate, then infect the gnat larvae.

Will it hurt getting the solution on the foliage?
Would it be ok to mix it in my fertilizer solution tank and apply it with overhead irrigation?
Once applied does the bacteria continue to multiply and spread throughout the media?
 
No issue with any irrigation or wetting the plants.

My understanding is that the bacteria are not self sustaining, so require repeated treatments.
