I have an old dot matrix label printer that is on its last legs.
Repair has been made a couple times, but it is so old I
doubt if parts are obtainable.

Does anyone know of a reasonably price computer system
available? Home use. Not a commercial 1000 label at a
whack.

Yes, I'm OCD on labels.
 
You might try a Brother label-maker that uses a 1/2" label width. The finished label will stick easily to a 1/2" wide plastic plant tag. Not workable if you need a lot of tags, but we use one all the time and it works well.
 
Following the Tom's advice few months ago I got a Brother label printer. I am very happy with the results... it works great!
 
I bought an Argox label printer. It prints directly onto a roll of plastic labels using a resin ribbon and operates off my laptop. The printing on the label lasts for many years before it fades.
