Ironically, it has recently came out in the news that PERHILITAN with another department of some sort are enforcing a rule for all private owners of exotic pets to have their pets registered with permits. They are planning to extend this to include exotic plants such as nepenthes and orchids, so I heard, but not enforced yet..
